The Outeniqua Coastal Sensitive Area Extension Regulations (OSCAER) were enacted in terms of the Environmental Conservation Act (ECA) and require a permit for specific construction activities on properties located within designated areas between Glentana and Plettenberg Bay . All properties at Noetzie fall within this zone .
The scheduled activities covered by the regulations include the following :
Disturbance of vegetation (trampling, cutting, or removal of vegetation) .
Earthworks (excavation, moving, removal, deposit, compacting of soil, sand, rock, or rubble) .
Dredging (dredging, excavation, removal, or moving of soil, sand, or rock from a river, tidal lagoon, tidal river,floodplain, or wetland) .
Dune rehabilitation (planting on, or covering of dunes or exposed sand surfaces with any vegetative, natural or synthetic material, or the erection of structures and walls thereon with the purpose of preventing the sand from being eroded, accreted, or moved by wind or water) .
The local municipality is responsible for issuing OSCAER permits .
However, if an activity requires authorization under the National Environmental Management Act (NEMA), obtaining an OSCAER permit is not necessary .
